One of the purposes of the text is to identify what artificial intelligence in the form of autonomous weapons and support to human decision-making must reliably do if it is to be legally acceptable. A second purpose is to work out who can be held legally responsible if things go wrong. Bill will explain some of the issues he grappled with when writing the book and will probably pose as many questions as he answers. Air Commodore Bill Boothby retired as Deputy Director of Royal Air Force Legal Services in July 2011. He took a Doctorate at the Europa Universität Viadrina, Frankfurt (Oder) in Germany and has published books, inter alia, on Weapons Law, Targeting Law, the law relating to conflict and on new and emerging technologies. More recently with Professor Wolff Heintschel von Heinegg, he published a Commentary on the US DoD Law of War Manual and ‘Nuclear Weapons Law’, both with CUP. His book on AI, Warfare and the Law was published by USNWC in January 2025 and a revised book on Nuclear Weapons Law, co-edited with Prof Heintschel von Heinegg, was published in May 2025. The current focus of his research is brain technologies, warfare and the law. He has been a member of Groups of Experts that addressed Direct Participation in Hostilities and that produced the HPCR Manual of the Law of Air and Missile Warfare, the 2013 Tallinn Manual on the Law of Cyber Warfare and the Leuven Manual on Peace Operations Law. He is Visiting Professor at the University of Johannesburg and an Associate Fellow at the Geneva Centre for Security Policy. The Cascade Volcanoes on the west coast of the United States include active volcanoes that erupt explosively; past eruptions have produced volcanic bombs the size of cars and widespread clouds of hot ash and rock. Fallout from these clouds have been found hundreds of miles from the originating volcano. While explosive eruptions produce more obvious hazards, effusive eruptions can nonetheless have catastrophic consequences for those living nearby. Hawaii’s Kilauea Volcano has produced lava flows that level houses and gases that render the air noxious (aka “vog” – volcanic smog). This talk will explore volcanoes, their hazards, and what they mean for humans living near them. This lecture is co-sponsored by the Department of Earth and Climate Sciences.

Each conversation will focus on a different topic, helping us share ideas and build community around the intersection of digital technology and our research and teaching. In this session, Ian Spangler will talk about the digital mapping tools supported by the Levanthal Map and Education Center, Boston Public Library, including Atlascope, Allmaps, as well as their extensive digital map collections. He will touch on some of the technical aspects of these tools, such as georeferencing workflows, APIs for querying collections, and use of IIIF for digital image collections. Spangler is a cultural and economic geographer with interests in digital mapping, housing studies, and race and landscape in the U.S. He earned his B.A. in English and geography from the University of Mary Washington, and his M.A. and Ph.D. in geography from the University of Kentucky. At Tufts, Spangler teaches "Introduction to Geospatial Humanities," a course focused on using modern mapping tools to investigate historical and cultural geographies. Spangler also manages digital mapping tools, geospatial reference requests, and public geographic scholarship in his full-time role at the Leventhal Map and Education Center at the Boston Public Library.
