The post-Soviet Russian state is haunted by the fear of not having enough people. Despite its well-publicized pronatalist campaigns, Russia’s declining birth rates and rising mortality rates since the 1990s cast doubt on the state's ability to care for its population effectively. In this ethnography, anthropologist Inna Leykin examines the post Soviet Russian state's efforts and failures in population care. Inna Leykin is a Senior Lecturer in the Department of Sociology, Political Science, and Communication at The Open University of Israel. Trained as a cultural anthropologist, she studies the cultures of intellectual expertise and policymaking, the cultural significance of statistical and demographic knowledge, postsocialist statecraft, and emerging practices of the self in contemporary Russia. She has recently embarked on new research focusing on the afterlife of Soviet agricultural development in postsocialist Mongolia. Her research has been published in academic journals including Journal of the Royal Anthropological Institute, Medical Anthropology, Journal of Ethnic and Migration Studies, Sociology, Comparative Migration Studies, and Slavic Review. All are welcome to attend. This event is co-sponsored by The Center for the Humanities at Tufts, and the Departments of Anthropology, International Relations, and Urban and Environmental Policy and Planning.

This presentation will describe the current global situation with respect to mental health needs and services with a focus on low-income countries. Discussion will include how descriptions of mental health vary across populations and cultures; the need not only to address mental health for its own sake but also its impact on the effectiveness of humanitarian and development programming generally; and consequently, the need to integrate mental health into these programs. Paul Bolton is a senior scientist in the Department of Mental Health and the Center for Humanitarian Health at the Johns Hopkins Bloomberg School of Public Health. For more than three decades, he has worked at the leading edge of the field of global mental health, focusing on program design, implementation, monitoring and evaluation. He has conducted research across several global settings including North America, Latin America, sub-Saharan Africa, Central and Southeast Asia, Eastern Europe, and the Caribbean. Much of this work has been with refugees and internally displaced persons in post-conflict and post-disaster contexts, as well as other adults and children living in difficult circumstances. Bolton has contributed to the development of layperson-delivered psychosocial interventions, including several randomized trials of these interventions in Africa and Asia.
